The purpose of the study is to propose a solution for organising and developing a model of study society in the whole province to contribute to provincial socio-economic development. The places where were chosen to carry out the study are Ward Long Toan under Ba Ria Town, Xa Bang Commune in Chau Duc District, and Long Hai in Long Dien district.  

Imperative requirement of this study is to aim at the purpose of forming a initial model of study society which then is able to allow one to develop this model on a large scale within the Ba ria – Vung tau province in 2015 to reach the requirement of high-skill manpower for all economic sectors of key economic Zone, unanimously agreed by the Committee. The Committee required research group to amend its purpose close to economic development situation and to all sectors’ capability for organizing all kind of training, such as regular and irregular systems. Studied content should be amended clearly and appropriately, such as its concept and its principles of study society, based on it the questionnaires are made out. Special subjects should be reduced to avoid overlapping. During the process of studying data collection should be done, models should be given based on theory and adjusted in practice. Proposed research solutions including factors of concerns should be linked to direct direction from Provincial Committee of the Party, Provincial People’s Committee and based on the cooperation between research groups and sectors. It is also required by the Committee that related districts, city and town as well as sectors within the province must be applied study results.  

Finally, thanks to the urgent imperative requirement of the study and based on abilities of research group, the Committee approved of the study proposal, namely "Developing a model of studying society in BR–VT". The time given to carry out the study is 24 months, started in September 2007.
