Ba Ria - Vung Tau is in the important economic zone the in South of Vietnam, including 07 province of Southeast area, namely HCMC, Dong Nai, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc, Long An and Tay Ninh. Ba Ria - Vung Tau is a symbol of developing and successfully constructing industrial economic zones in Vietnam.

A. Advantages of industrial zones in Ba Ria - Vung Tau:

I.   Development Scheme of industrial zones:

According to Decision Number 742/QĐTTg on October 06 1996 of Prime Ministrer, during 2001-2010, Ba Ria - Vung Tau will have had 09 industrial zones with the total area of 4,460 hectares:

1. My Xuan, area 700 hectares

2. Phu My I, 1,300 hectares

3. Phu My II, 500 hectares

4. Long Huong, 400 hectares

5. Phuoc Thang, 400 hectares

6. North Vung Tau, 400 hectares.

7. Dong Xuyen, 160 hectares

8. Long Son, 400 hectares

9. Ngai Giao, 200 hectares

II. Current industrial zones:

Ba Ria - Vung Tau currently has 06 industrial zones with the total area of 2,590 hectares. Most of them are located in a convinient positions, near road, waterway. Especially Ba Ria - Vung Tau has a deep water port near industrial zones, which is very convinient. The industrial zones are as following:

2. Phu My I

3. Cai Mep

4. My Xuan A

5. My Xuan A2

6. My Xuan B1

The industrial zones are on the right of National Road Number 51 and the deep water port is on the left.

B. Convenient transport system

1- Port system: The water area of Thi Vai river, especially at Phu My and Cai Mep industrial zones areas can be used as a big port system for big vessels adn ships. This is a great natural condition for building a container port for the whole area of important economic zone in the South of Vietnam in particular and in Southest Asia in general.

- The total capacity of all ports as planned: 120 million tons/year.

- Water depth: -10 m ¸ - 25 m

- Ship capacity can be received: 80,000 DWT.

1.2 - Port system outside industrial zones areas

Beside ports at industrial zones, Ba Ria - Vung Tau also has port sytems outside them, namely Sao mai - Ben Dinh port at Vung Tau City.

2- Road system:

- Vung Tau City is linked to HCMC via National Road number 51.

- National Road number 51 A

- Inner city road system

3- Planned rail way system link HCMC – Bien Hoa  and Ba Ria – Vung Tau.

C. Petroleum activities

- Crude oil output: 15 million tons per year.

- Gas output: 3 billion m3 per year (including gas exploited from Nam Con Son gas field since 2002).

- Gas supply system from energy and material for industrial zones (dry gas and liquefied gas).

D. Power energy center:

- Capacity of 3,500 MW (power plants of Phu My 1, Phu My 2, Phu My 3, Phu My 4)

E. Functions of industrial zones:

The functions are varied from heavy industries, light industries, petroleum, constructional materials, power, high tech electronics, garments, mechanics, petroleum services, agricultural products processing.

G. Favorable conditions for investors

a. Domestic investors:

Ba Ria – Vung Tau Provincial People’s Commttee issued Decision Number 2031/2003/QD-UB on March 31, 2003 about encouraging and favorable policies for domestic investment in Ba Ria – Vung Tau.

- Policies on tax, fee exemptions and reductions;

- Policies on post – investment assistance;

- Policies on investing in infrastructure and land clearance assistance;

- Policies on assistance in labor training cost

b./ Foreign investors:

Industrial zones in Ba Ria – Vung Tau such as Cai Mep, Phu My I, My Xuan A, My Xuan A2, My Xuan B1 are located at Tan Thanh District, which is listed in “Locations that have specially difficulties in economic and social development”. So the projects in this district have favorable policies in tax rate, tax reduction, exemption and reduction in enterprise income.

d. “One gate” policy

The industrial zones management board of Ba Ria – Vung Tau conducts “one gate” policy” in:

- Granting, amending investment allowance paper for foreign investment projects;

- Granting certificates of investment registration for domestic projects;

- Granting labor certificate for foreigners

- Approving export plans;

- Granting Certificate of Origin (C/O)

H- Assurance of infrastructure:

- Road system;

- Power, water supply system;

-         Waste treatment system;

-         Green trees.
