On the Monday, the 28 September 2009 at Movenpick Hotel (Hanoi) Vietnam Agency for Radiation and Nuclear Safety (VARANS) organized the opening ceremony for two weeks of the IAEA Integrated Regulator Review Service (IRRS) mission in Vietnam from the 27 Sep to 9 Oct 2009. The Vice Minister of Science and Technology Tran Quoc Thang addressed the opening ceremony.
On the Monday, the 28 September 2009 at Movenpick Hotel (Hanoi) Vietnam Agency for Radiation and Nuclear Safety (VARANS) organized the opening ceremony for two weeks of the IAEA Integrated Regulator Review Service (IRRS) mission in Vietnam from the 27 Sep to 9 Oct 2009. The Vice Minister of Science and Technology Tran Quoc Thang addressed the opening ceremony.
Participants from VARANS are the Director General Ngo Dang Nhan, Deputy Director General (DDG) Le Chi Dung, DDG Dang Thanh Luong, DDG Le Quang Hiep; the Directors of Divisions and staffs. The IRRS team of 13 people includes international experts from around the world, and is lead by Mr John Kinneman, Director of Division of Nuclear Materials Safety, from the United States Nuclear Regulatory Commission. The purpose of this mission is to review the regulatory infrastructure for radiation and nuclear infrastructure in Vietnam, with a special focus on VARANS. The IRRS team will be reviewing the result of self-assessment made by VARANS as regards IAEA safety standards and Codes of Conduct using the IRRS guidelines and associated questionnaires, to provide advice and assistance to VARANS on request to strengthen and enhance the effectiveness of regulatory infrastructure.
The Vice Minister Tran Quoc Thang, in his opening speech, appreciated the support of IAEA to Vietnam, specially in construction of regulatory infrastructure for use of atomic energy for peaceful purpose and for radiation and nuclear safety of Ninh Thuan Nuclear Power Plant project. VARANS conducted a self-assessment about regulatory infrastructure for Dec 2008. With the guidance of IAEA, the coordination of the relevant ministries, agencies and effort of VARANS counterparts, VARANS completed the self-assessment. On conclusion, he wished the IRRS mission success and expected to further strengthen the cooperation between VARANS and IAEA.
On behalf of the International Atomic Energy Agency, Mr. J,Wheatley from IAEA’s Division of Radiation, Transport and Waste Safety, expressed his warm thanks to the Vice Minister, to VARANS leaders for their receipt and appreciated the considerable progress in construction of regulatory infrastructure, in training and the professional activities of VARANS. IAEA has high expectations for the mission, and expect the results to be seriously considered by Vietnam leaders.. Mr. J. Kinneman also confirmed that the IRRS mission result will be very important for both Vietnam and the global nuclear safety regime.
In the afternoon, at VARANS headquarters, the IRRS team listened to presentation of Modules I-VIII and topics by VARANS counterparts and started to interview counterparts. During the two weeks mission the team will visit and work at the Ministry of Industry and Trade, Ministry of Health, Ministry of Natural Resources and Environment, Vietnam Atomic Energy Institute, Dalat Nuclear Research Institute, Research and Development Center for Radiation Technology, Institute for Nuclear Science and Technology, Hanoi University of Technology, Hanoi Department of Science and Technology and Huu Nghi Hospital.
