He also said the Government of Vietnam and the Government of Russia signed the agreement on constructing the first nuclear power plant of Vietnam and this facilities the cooperation between The Regulatory body of Vietnam (VARANS) and the Regulatory body of Russia (Rostechnadzor).

Mr. Nikolay Kutin expressed his pleasure to visit Hanoi and work with VARANS in celebration of 1000 years Thanglong Hanoi. He presented the main activities and objects of Rostechnadzor. In addition, his presentation focused on the analysis, evaluation and verifying in the field of use of atomic energy, and the regulatory control systems on radiation and nuclear safety at the nuclear fuel cycle facilities, and the licensing Nuclear power plant.
