The PM recently gave a nod to the National Program on information technology (IT) application in State agencies in the period of 2011-2015 in an attempt to boost IT development in Việt Nam.

The national program targets to perfect IT infrastructure for the development of e-Government, expand IT applications in the State sector, and provide information and public services at high levels to people and the business circle.

It is estimated that the program will receive around VND 1,700 billion from central and local budgets.

Boosting e-Government

According to the national program, Việt Nam will build a Government information database center linking central and local-level information systems in order to supply public services to people and enterprises.

In the short term, the Government will build national database centers on people, natural resources and environment, finance, economics, industry, and trade to boost the application of e-Government in the public sector.

Expanding online working

The national program sets a target to offer technical conditions for the organization of video-conferences between Government leaders and ministerial and local representatives.

In addition, 60% of official documents will be exchanged through Internet and 100% localities will apply electronic systems in the management of State budgets and treasures.

Enhancing IT application in favor of people and enterprises

The national program requires 100% State agencies from the district level above to open websites or portals to offer online public services at level 2 (allowing forms online to be downloaded) and level 3 (allowing citizens to fill and submit forms online).

State agencies will have to encourage people and enterprises to engage in State management activities by collecting their ideas, holding online talks, and opening online question-answer services
