On 26 and 27 August 2010, WIPO dispatched an expert mission to the National Office of Intellectual Property of Viet Nam (NOIP) to discuss on their cooperation in the establishment of a Center for IP Assets Support Development.
Before working with NOIP, the WIPO delegation made a courtesy call to Vice Minister for Science and Technology, incumbent Chairman of Hoa Lac Hi-Tech Park, Mr. Nguyen Van Lang and paid a visit to NOIP’s Standing Office and businesses and research institutions at the Hoa Lac Hi-Tech Park.

Working with WIPO experts, Deputy Director General of NOIP, Mr. Ta Quang Minh introduced the organization structure, functions and mandate of NOIP’s Standing Office at Hoa Lac Hi-Tech Park and plans to upgrade the Office to be a Center for Intellectual Property Assets Support Development whose main functions are to provide IP-related services, namely patent information; IP education and training; IP consultations protection and enforcement; exploitation, utilization and transfer of IP assets… for research institutions, incubators, businesses, universities located in Hoa Lac Hi-Tech Park and nearby areas.
WIPO’s experts appreciated the plan to establish the Center for Intellectual Property Assets Support Development of the National Office of Intellectual Property of Viet Nam and said that by establishing the Center, Viet Nam has really attached very great importance to creation, establishment, protection and commercialization of intellectual property assets. They affirmed WIPO’s commitment to support NOIP in successfully develop the Center.
Cooperation activities on patent information, education and training has been discussed and agreed by the both sides. It is expected that a Cooperation Agreement between both sides on these issues will be signed in September 2010, in Geneva on the occasion of WIPO General Assembly 2010.
