Vietnam to hold chemical and oils-spill exercises

Prime Minister Nguyen Tan Dung has decided to organize the first-ever exercise on prevention of toxic chemicals and oil spills in Phu Tho and Ca Mau provinces, after the exercise on tsunami in Da Nang city this October.
The major goal of the exercise is checking the tsunami warning system of Vietnam, particularly the operation of the ten observatory stations which have just been installed in Da Nang, and to improve skills of the various groups and authorities in responding to a disaster.

The information was informed by Major general Pham Hoai Giang, chief of the National Committee for Search and Rescue’s Office and chief of the Ministry of Defense’s Search and Rescue Agency this weekend.

General Giang said that a magnitude 8.3 earthquake in Manila could cause a 6.2m tsunami in central Quang Ngai province and a 2.1m tsunami in central Khanh Hoa province's Nha Trang city. A magnitude 9.2 earthquake could cause 10m and 5m tsunamis in those two places respectively.

“Therefore, the government is very interested in the upcoming tsunami exercise in Da Nang, in order to prepare to cope with tsunamis most effectively,” General Giang said.

As the tsunami exercise is very important, Deputy Prime Minister Hoang Trung Hai will guide the event.

The tsunami exercise has been approved. Around 3,000 people, including over 2,100 police officers and soldiers will take part in a tsunami exercise in Da Nang on October 7, 2011.

The circumstance of the exercise would be an earthquake of 8.8 Richter scale appearing in the western sea of the Philippines at 8.35am on October 7. After 2.5-3 hours, tsunamis of 6m high hit Da Nang city.

Some coastal areas in Da Nang flooded at the depth of 2-3 meters. Many houses and trees collapse. Traffic is in chaos. Many visitors and fishermen are in danger in the sea and need urgent rescue.

A total of 27,230 families with 133,500 people must be evacuated, including 26,300 children and 11,190 elderly people.

Being warned of tsunamis, coastal observation stations quickly process and convey information to related agencies. Ships, helicopters and specialized vehicles are sent to the tsunami-hit areas to save people.

Vietnam Institute of Geophysics' Earthquake and Tsunami Warning Center, deputy director, Nguyen Hong Phuong, said the institute had created 25 scenarios to prepare for tsunamis.

Those scenarios were based on nine tsunami sources which could affect the country's coast, Phuong said. The most dangerous source is the subduction zone of Manila in the west of Philippines.

The two other dangerous areas were the fault lines off south-central Vietnam and the Riukiu area of Taiwan, he said.
