Highway 51 project started in August 2009 and the whole building site has officially been constructed since November 2009. However, in the construction process, investors and contractors have had a lot of problems due to the increase of the material costs and problems with the clearance and technical infrastructure constructions. Up to now, there are still many places to be executed the work , that haven’t been cleared yet.

Mr. Nguyen Thanh Hoa, Deputy General Director of Bien Hoa - Vung Tau Highway Development Joint –Stock Company (BECV), the project investor said, at present the works to expand Highway 51 have been completed over 70% as planned, and the bad roads through Ba Ria - Vung Tau province are actively being constructed to ensure favourable traffic . The bridge categories may be delayed for a long time due to lack of space. Under BOT contract, on August 2^nd . 2012, BVEC must complete their work. However, in fact, there are many stages of the construction uncompleted, which makes many people worry that the target to be technically open to traffic at the end of this year and to be completed in August next year will be difficult to come true.
