VN commits to nuclear safety, security

Việt Nam acknowledges the significant importance of nuclear safety and security and vows to fully implement its obligations under international nuclear treaties, affirmed Ambassador Bùi Thế Giang-Deputy Permanent Representative of Việt Nam to the United Nations.

The diplomat made the statement at the High-level UN Meeting on Nuclear Safety and Security in New York on September 22. Peaceful application of nuclear technology has become widespread and brought back higher efficiency in various fields, including power generation and healthcare, but nuclear weapons and the possibility of nuclear proliferation have have posed a serious threat to humans. In addition, the recent breakdown in Japan’s Fukushima nuclear power plant has made the international community to review and improve management over nuclear safety and security. Ambassador Giang reiterated that Việt Nam always places nuclear safety and security as a top priority in applying nuclear technology for peaceful purposes. Việt Nam will implement its obligations under the key international treaties and legal documents regarding the treaty on the non-proliferation of nuclear weapons (NPT), comprehensive nuclear-test-ban treaty (CTBT), and UN Security Council’s Resolution 1540, the Ambassador said. The country has now ratified the Global Initiative to combat nuclear terrorism, closely coordinated with the International Atomic Energy Agency (IAEA) and other partners in developing a legal framework and management mechanisms to secure safety and security in the use of nuclear materials and radioactive substances. Ambassador Giang put forwards three proposals in a bid to consolidate nuclear safety and security. Firstly, the UN and IAEA should play the central role in coordinating efforts in this area and any criteria of nuclear safety and security should be brought to discussion at these two mechanisms. Secondly, cooperation in this sector needs widespread consultations for achieving the all-round consensus and imposition of excessive limits or unequal measures in transferring nuclear materials, devices and technology for peaceful purposes must be avoided. Thirdly, timely and regular exchanges of information and experience as well as the implementation of international legal documents are also necessary.
