The provincial Political Administration Center belongs to the project group A which was approved by the Prime Minister to divide into 5 project components. In addition, the project is invested by full auxiliary items and infrastructure.

Started construction in 2007, the project has not yet finished so far though the investor (the Construction Department) set a goal to complete the whole project and put into use in this September. According to Mr. Nguyen Trung Luong, Director of the project management (Department of Construction - the unit is assigned to manage this project), although there are still many problems, basically the Convention Center and the mass block including C1, C2, C3, C4, Party and mass blocks, the local Government block has so far completed from 90-95%, it is expected to complete the entire items on 31-12-2011. However, the items of technical infrastructure and landscape can hardly be completed this year as workload only reaches about 40%. Therefore, the project completion is put off until April 2012.

According to Mr. Luong, the biggest problem today, as the original design, is materials to make panels from gray cast iron. However, gray cast iron in the Vietnam market is limited; in addition gray cast iron cannot be used for welding link, while structural barriers require welding links. Apart from the above problem, in the process of infrastructure and landscape construction, contractors encountered unfavorable weather.

The provincial Political Administration Center is the key project with great significance. In recent years, leaders of the provincial Party Committee, the provincial People"s Committee issued a number of documents directing and speeding up investors to expeditiously complete the project as scheduled. However, the project implementation schedule has not changed significantly; the operating management, coordination and handling of situation in the construction process have not been done drastically and proactively. Based on the actual progress of construction, the provincial People"s Committee has recently requested the Department of Construction in its role as investor and other participants in construction activities to overcome difficulties and strive to complete the works as planned; Organize checking before acceptance and handing – over the works into operation and use of mass block (C1, C2, C3, C4) if eligible; focus on direction and have specific measures to urgently implement infrastructural and landscaping construction techniques based on actual construction conditions on site; organize location, hand over the ground reasonably to contractors,

Furthermore, the provincial Party Committee also requires the investor to confirm the project diary of the works under the control of investors and the State management agency on construction, based on that contractors can implement their works to accelerate the process of project but still ensure the construction procedure and project quality.
