By this time, the temporary waste landfill in Toc Tien Commune
(Tan Thanh district) has about 900,000 tons of domestic waste buried.
Meanwhile, about 500 tons of waste is generated every day in the province. This
situation poses a dilemma for the waste treatment, environmental protection of
the province.
As reported by the Environmental Company (Department of Natural
Resources and Environment - DNRE), up to this time, 15ha of land for the
temporary waste landfill in Toc Tien Commune has been fully used. On
05/03/2012, DNRE conducted the fieldwork in the Toc Tien waste landfill area to
find solutions in the coming time. Initially, to solve the amount of waste
generated daily, DNRE assigned the Environmental Company to urgently use a part
of landfill area out of the 15ha area for collecting open-cast rubbish. It is
expected that this work will be used temporarily until the procedures for
domestic waste treatment contract with KBEC Vina Co., Ltd. are completed.
Meanwhile, the volume of this waste will be transported to a sanitary landfill
for KBEC’s disposal.
While functional departments are looking for solutions to handle waste generated each day, at the Toc Tien temporary landfill, pollution of air and groundwater resources has constantly affected people’s life around the landfill. To address this situation, the Institute of Natural Resources and Environment advised DNRE to build a rubbish waste water station with a capacity of 150m3/day, at a cost of VND1.4 billion.
Mr. Le Van Sam, Director of DNRE, said the construction site of the rubbish waste water station is also located within the 15ha temporary landfill in Toc Tien. At the meeting on the past 07-03, Mr. Tran Ngoc Thoi, Deputy Chairman of the provincial People"s Committee agreed with this plan and approved the use of the environmental protection fund of the province to build a treatment station. At the same time, he guided Environmental Company to urgently expedite the project in order to complete and put into operation in the shortest time.
At present, the Department of Finance and Department of Natural Resources and Environment are promoting negotiations with KBECVina Co., Ltd on the contract of handling 900,000 m3 of waste buried temporarily in Toc Tien. On the mode of waste treatment and receipt, KBEC had a plan to ensure hygiene; however, the unit prices of waste disposal have not been reached the mutual consent by two sides. It is known that at the first negotiating session on 14-02, KBEC gave the unit price at USD17 / ton, but as calculated by the Department of Finance, the cost for the disposal of 1 ton of domestic waste by the proposed method is only at around USD12.9. Thus, under the direction of the provincial People’s Committee, in this March, the Department of Finance will have the second negotiation with KBEC for the price at USD13/ ton.
With the growth of population and urban areas as the current, the amount of waste in the province is increasing. It is time for the province to promote investment in building a domestic waste treatment plant with high capacity and high technology, cannot keep fumbling for temporary, expensive and polluted measures.
