Therefore, with the assistance from the United States, the ports located in Ba Ria-Vung Tau province have been surveyed to carry out the Megaport project. Tan Cang-Cai Mep International Port (TCIT) and SP-PSA International Port are in the Cai Mep-Thi Vai port system (Tan Thanh district) are selected for the construction and installation of 2 radioactive scanning gates. However, the two Megaports gates have not been put into use yet due to the lack of formal operating procedure; on the other hand have not resolved some problems arising to the port businesses.

On 08 August 2012, the Customs Department of Ba Ria-Vung Tau worked with the SP-PSA International Port Co., Ltd. on the operation of Megaports scanning system. At the working session, the SP-PSA International Port Co., Ltd. suggested that for the operation of the Megaports system at the SP-PSA, the company must be paid additional costs due to relocation, moving containers as well as waiting for devices such as QC cranes, RTG ​​cranes, PM tractors for re-scanning times when carrying out primary and secondary investigations; increased costs due to additional personnel to regulate traffic at the RPM gates as the speed of vehicles through port is restricted at 8km/hour and ensure vehicle distance by at least 10m; these requirements will lead to a "bottle-neck" at the port, affecting the speed of the current loading and unloading of SP-PSA at 2 minutes / container, increasing charges. Therefore, SP-PSA proposed to be paid the additional costs. For the Megaports operating procedure, from the general standard of the United States, a procedure should be compiled separately for the SP-PSA to match the characteristics and the port business process of this operator.

Through the survey, it shows that many port business operators in the province are looking forward to be installed the Megaports gates at the port area of the operators, committed to coordinate and implement this project well. However, the installation of Megaports gates at CMIT has not been done since the at the time of the survey to carry out the Megaports project the province, CMIT port had not been put into operation yet, it has not been, therefore, on the list is the United States’ support.

Mr. Tran Van Danh, Head of the Customs Department of Ba Ria-Vung Tau province, said the provincial Customs Departments drafted the radiation scanning operation procedure at the SP-PSA and TCIT, and submitted them to the competent authorities for review, comments to issue the Megaports operating procedure.

According to economic experts ports, complying with the mandatory regulations of the importing countries will facilitate the circulation of goods of the exporting countries. While Megaports gate is the "rare" asset, only installed at two ports in Vietnam, so port operators who have Megaports also receive benefits as goods exported to the U.S. must go through radiation scanning. From this mandatory requirement, port operators will increase service revenue through the ports. Therefore, port operators should coordinate well with the authorities to quickly solve problems arising, soon put the Megaports system into operation officially in Vietnam.
