Chi Linh Center project extend execution time until 2020

After several years of implementation, up to this time the Chi Linh Center project in Ward 10 (Vung Tau City) invested by Development Investment Construction J.S.C (DIC Group) that cannot be completed. Investor petitioned the authorities to extend the project period until 2020 to continue implementing the unfinished items.

After several years of implementation, up to this time the Chi Linh Center project in Ward 10 (Vung Tau City) invested by Development Investment Construction J.S.C (DIC Group) that cannot be completed. Investor petitioned the authorities to extend the project period until 2020 to continue implementing the unfinished items.

After several years of implementation, the investor has so far organized site clearance of approximately 73ha (accounting for about 73%) of the total project area. On the area that has been cleared, the investor has completed construction of technical infrastructure,  two kindergartens, one primary school, one secondary school, park; built the 16, 18, 21-storey apartment clusters; CorpMark DIC supermarket… Separate houses, that were built more than 40% of the land, were transferred to customers.

As reported by the investor and the content of the meeting on 30-5-2013 at the Department of Natural Resources - Environment (on the issues related to Chi Linh Center project), the main obstacles in the implementation of Chi Linh center project is the site clearance. Since 2007 to now, the site clearance cannot be made since the people whose land in the project area do not agreed with the policy of the State and the investor, do not allow to perform the inventory, nor receive compensation, even received but do not hand over. Besides, many people know that this area was planned, but deliberately divided into plots, land separation, transfer and built houses illegally, caused difficulties for the management of planning, building, site clearance. Furthermore, there are some other causes that slow down the progress of the project, such as sources invested by investor are not enough to carry out the project, the feasibility of the detailed plan remained low, not closed to the deployment conditions, the actual needs of the local (excess supply) ... so it has to adjust several times.

According to the objective assessment, the Chi Linh Center urban area project can be considered as a new urban area that is built fairly synchronously and spaciously. Therefore, the Department of Construction thought that if it should continue to extend the implementation of this project till 2020 or does not need to consider many factors. In case it fails to implement, it must be adjusted to suit the situation of implementation and existing regulations.

In the event that the State recovers the project, then investment and construction in the project area must still comply with the approved plan or the approved adjusted plan. Therefore, the Department of Construction recommended to continue researching, the authority to review, allow DIC Group to extend the implementation time to perform the Chi Linh District Centre project  provided that the investor must set up the schedule, itinerary in details for the implementation of the project, commit to follow the schedule, itinerary set forth. On the other hand, to help investors continue to implement projects as committed, the provincial People’s Committee should have more incentives and support, especially in the works of support for site clearance, conduct to solve the administrative procedures of the project in a soonest time.
