In addition to Long Son Petrochemical Complex Project restarted, largest investment projects in Long Son commune (Vung Tau City) have no more changes. Will the project become the "breakthrough" for the Long Son commune’s economics?

People sustain losses

In 2008, Vietnam National Oil and Gas Group (PVN), Vietnam National Chemical Group (Vinachem), SCG (Thailand) signed an agreement to establish the Long Son Petrochemicals Co., Ltd. to carry out the Long Son Petrochemical complex worth more than USD4 billion. As expected, this complex would be completed and put into operation in late 2012. However, in face of difficulties, the petrochemical complex mentioned above has not been implemented yet.

Currently, apart from Long Son petrochemical complex project in the period of inventory, the compensation plan, many other big projects in Long Son commune are virtually at a standstill. Long Son commune’s leaders said in early 2009, the provincial People's Committee issued a decision to withdraw 13,461,784 m2 of land in this local for the construction of the Long Son oil and gas industrial zone, including projects such as the Oil Refinery No. 3, the Southern Petrochemical Complex, underground petroleum storage depot, oil and gas service port, the planned expansion area of the oil refinery No. 3 and other ancillary services. There are also a number of planning projects in Long Son commune including Wonill Vina shipyard project, 61ha resettlement area, and the 20ha local industrial zone.

Nevertheless, over the years, the projects mentioned above have not been done yet, people living in the planning area are sustaining losses. Mr. Pham Van Dong, resided at Long Son commune’s village, said many households were not allowed to sell, transfer the land use rights, split plots, build houses nor have land use rights to mortgage due to their land were in the planning area. The rural traffic system in the area has not been invested, caused travel difficulties.

Recommend to solve problems for people

According to Mr. Vo Van Mui, Chairman of People’s Committee of Long Son commune, the Long Son petroleum industrial zone is a national level project with large recovery area, affects about 1,300 households with 6,000 people. He proposed leaders of the province and the city to soon have a policy for directing appropriate industries in association with investors and Long Son commune to survey ages, educational level of workers in the area of the Long Son industrial service. Thereby, launching programs and suitable training plans for people, especially families whose land are acquired in the project and have no longer employment.

Besides, the detailed planning of 1/2000 scale of Long Son Commune approved by the People's Committee in 03-2011, a large area of ​​land in Long Son commune was schemed for the petroleum industrial zone. Thus, Long Son commune’s People’s Committee proposed the Vung Tau City leaders to request the People's Committee of the province to review and adjust the planning of Long Son commune, namely the main road from village 4 to village 2. At the same time, continue to pay attention to Long Son commune market, center for community education and culture as well as upgrade the Long Son commune health center to serve residents and workers of the petrochemical complex project in future.
