Deputy Prime Minister Vu Duc Dam leaded the online conference. Ba Ria-Vung Tau participants include representatives of Delegates Congress and the People's Council provincial People’s Committee, representatives of Departments.

Morning March 6^th, 2015, Commission of Science, Technology and Environment of National Assembly in combination with Ministry of Science & Technology held an online conference with localities nationwide on implementation of self-responsibility, self-control mechanism of public science and technology organizations. Deputy Prime Minister Vu Duc Dam leaded the online conference. Ba Ria-Vung Tau participants include representatives of Delegates Congress and the People's Council provincial People’s Committee, representatives of Departments. 

A report of Ministry of Science and Technology stated that, after 10 years of implementing Decree No.115/2005/ND-CP dated September 5^th, 2005 of the Government on regulating self-responsibility, self-control of public science and technology organizations, many science and technology organizations convert successfully, confirm their position, brand-name in the market, enhance the material and spiritual life for scientific cadres. Implementation result of Decree No.115 is as follow: 

- Building and approving self-control project. As reported by general data of sectors, localities until December 31^st, 2014, in 642 science and technology organizations (including 473 organizations of ministries, sectors and 169 organizations of provinces and cities), there are 488 approved organizations on implementing self-control (reached 76%), in which there are 280 organizations of ministries, sectors and 108 organizations of provinces, cities; 154 organizations are building or being submitted to competent authorities to approve the project on implementing self-control mechanism, in which there are 93 organizations of ministries and sectors and 61 organizations are not approved on implementing self-responsibility and self-control. 

- Classifying operative organization models. In 488 approved organizations, there are 295 self-payment organizations and 193 organizations are models of science and technology operating in the field of basic, strategic research, building economic-engineering rate, serving state management and is supported by state budget presumptively.

- Implementing self-control contents. Self-control on mission implementation, 100% science and technology organizations have self-control in their roles. Self-control on finance, assets, science and technology organizations have more self-control right in paying salary and use other sources of income from science and technology contract with organizations, individuals of all economic components inside and outside the country. Self-control on organization management and human resources, according to report, there is few science and technology organizations who can implement this self-control right because of some difficulties of relevant regulations.

Besides achievements, there are still some difficulties on implementing self-control, self-responsibility according to Decree No.115, the reason is that awareness is not right and full on self-control, self-responsibility; lack of drastic and serious factor in determining Decree No.115; slow on issuing, modifying, adding direction document of Decree No.115; lack of synchronization of law document system; lack of details in regulations of Decree No.115; potential restrictions of science and technology organizations.

Declared at the conference, Deputy Prime Minister Vu Duc Dam confirmed that great achievements of science and technology sector have been promoting strongly development of Vietnam economy. Transparency in science and technology activities is very important. Science and technology self-control is not reduction of expense for science and technology activities but is to reduce waste in science and technology activities and raise quality of science and technology activities for development, repair insufficiency of science and technology activities. 10 years of implementation of Decree No.115, but converted result is still slow. Deputy Prime Minister guided Ministries, localities to hurry up implementing change according to Decree No.115 and must complete at the end of 2015.
