At the meeting, participants watched a video report prepared by
Centre for Science and Technology Information and Statistics. The report
highlighted major achievements of the Department during the year 2015.
Techdemo 2015 was successfully organized in Ba Ria – Vung Tau
province. During the event, there were more than 250 technologies being
introduced; 10,000 people visited the science and technology exhibition; a
total of 12 technology transfer contracts, memorandums and cooperation
agreements between 18 organizations were signed with a total value of more than
63.2 billion dong. The Department started implementing 14 researches and pilot
projects which were approved by the Provincial People’s Committee in 2014 and
2015. Also, 2015 was the first year the Department introduced the Idea Competition
named "Science and Technology Ideas Contest" and received 388 ideas.
In addition, the 2014-2015 Technology Innovation Contest was successfully
organized by the Department and the Ba Ria – Vung Tau Science and Technology Union
with 55 projects being awarded.
On project site, the Department implemented two new projects "Developing
and promoting the trade mark of Con Dao one-sun-dried squids” and "Developing
and promoting the trade mark of Hoa Long vodka”. In 2015, the project “Disseminating
intellectual property knowledge on Ba Ria Vung Tau Radio and Television"
was completed, bringing positive results in promoting understanding about
intellectual property and IP law compliance among businesses, consumers and
public.
The Department achieved significant result in implementing the
provincial’s science and technology program to support businesses enhancing
productivity and product quality. In 2015, the department received 98 new
applications with 128 new projects applied for the program. Of 118 projects evaluated
by the review councils, 111 projects were approved for government support with
a total funding of about 6.4 billion dong while the companies’ reciprocal funding were about 54,098 billion dong.
On inspection and legislation side, the Department conducted 04/06
inspection programs in areas such as quality, metrology and standards,
intellectual property, trade marks and labels, and nuclear and radiation safety. There were a total of 106
organizations inspected, 07 of which were fined with a total amount of about 104 million dong.
According to Mr. Mai Thanh Quang, Director of the Department of Science and Technology, Department
promptly advised the provincial People's Committee to implement Party’s
policies of the Party, State laws and regulations in science and technology at the
provincial level. Professional activities in science and technology at the
Department have been gradually improved and qualifications of officials have
significantly enhanced to meet the ever increasing job requirements. Provincial
regulations in science and technology have been gradually improved. In 2015, a shift to an increase in state
funding for science and technology programs was made, providing sufficient
resource for the completion of tasks assigned.
Not only
speaking of achievements, Mr. Quang also pointed out some limitations of Department’s
activities in 2015. Some of them were the slow implementation of a few assigned
tasks, the difficulties in developing operation plan of the Department’s
business-units in line with Circular No. 121/TT-BKHCN
dated 28/08/2014 issued by the Ministry of Science and Technology, the lack of
quality human resources and limited international cooperation activities in
science and technology.
According
to Mr. Mai Thanh Quang, based on the Department’s science and technology in
recent years and the need of the province’s social and economic development, in
2016, The Department of Science and Technology will
focus to enhance capacity in performing state management function in science
and technology, nuclear and radiation safety, quality, metrology and standards
and in implementing provincial level projects such as the 1000 businessman
training program, the human resource development project in science and
technology in 2014-2020 which was approved by the Provincal People’s Committee.
In addition, the Department shall advice the PPC on choosing prioritized issues
needed for the sustainable economic development of the province, for example developing
a maritime economy, protecting the environment, adaption to climate change and
securing food security. These issues will be incorporated in the cooperative
plans with domestic and international partners.
Mr.
Quang also recognized Department’s officials and
employees’ encouraging effort last year and stimulate them to overcome work
difficulties to achieve higher performance this year.
At the end of the meeting, Mr. Nguyen Kim Truong, Deputy Director
of the Department of Science and Technology launched the department-wide
emulation movement among officials and employees. Offices and units also signed
to start the emulation movement in their offices in 2016. Individuals and units
were awarded certificates of merit for outstanding achievement in 2015. Finally,
the meeting voted for and adopted the 2016 Employees Meeting Resolution of the
Department of Science and Technology.
