Action plan on completion of socialist-oriented market economy institutions issued

The Government has issued an Action Plan to implement Resolution No. 11-NQ/TW dated June 3, 2017 of the Party Central Committee on the completion of the socialist-oriented market economy institutions.

Accordingly, the Government identifies eight key tasks, including:

Firstly, the Government requires ministries, agencies and the People’s Committees of cities and provinces to effectively launch the Government’s Resolutions and Action Plans on renewing growth model, restructuring the economy, improving the business environment and raising national competitiveness.

Secondly, the Government assigns ministries and ministerial-level agencies to popularize contents of Resolution No. 11-NQ/TW for State officials, employees, and laborers. 

Thirdly, the Ministry of Planning and Investment (MPI) hosts and cooperates with other relevant ministries and agencies to submit and issue legal documents guiding the implementation of the Law on Support for Small- and Medium-sized Enterprises, establishment of policies supporting businesses and co-operatives to get access to loans, train human resources, transfer technology and develop market and set up a public investment management plan. 

The Ministry of Finance (MoF) cooperates with other related agencies to complete the institution and mechanism to enhance the implementation of the State-owned enterprises (SOEs) restructuring, renew and improve the effectiveness of business management to meet international standards as well as adjust and supplement legal regulations on State budget, public debt and public asset management. 

Fourthly, the MoF completes mechanisms and policies to improve the effectiveness of such areas as capital, stock, debt trading, insurance, accounting, auditing, tax consultancy, valuation as well as upgrade the legal system on prices, legal policies on property tax, especially real estate and financial policy on land.

Fifthly, the MPI is requested to issue mechanisms and policies connecting socio-economic development with sustainable development and green growth strategy. 

Sixthly, the Ministry of Foreign Affairs has the task to complete the legal framework on signing and implementation of international conventions and agreements and urge ministries, agencies and localities to effectively realize international integration commitments as well as expand and deepen the relations with other nations and partners. 

The Ministry of Industry and Trade encourages businesses to join the regional supply chain.  

Seventhly, the Ministry of Defense is assigned to establish and implement a modern and advanced strategy for defense industry development, fulfill legal regulations on strengthening and consolidating defense in line with social and cultural development. 

Eighthly, the Government Office hosts and cooperates with other relevant agencies to enhance the administrative procedure reform, especially issues related to people, and businesses. 

The Ministry of Home Affairs completes institutions on local authorities and relations between the Government and localities.
