For the first time, Vietnam is not on the list of top ten countries for software copyright infringement. 2009 is also the first year that the country has been named one of the top ten countries for software outsourcing by E-readiness.

Le Truong Tung, from the HCM City Information Processing Association, said on July 15 that the position of Vietnam in the world information technology map has improved remarkably, based on statistics of global provider of market research IDC and the Business Software Alliance (BSA).

In 2005, Vietnam ranked first in software copyright violations and was 10th in 2008. However, though Vietnam’s position has improved, the software infringement rate in Vietnam hasn’t changed, at 85 percent, and the country is still in the lead in software copyright violations in Asia and the Pacific. The reason is the fast increase of personal computers in Vietnam, and the fact that most users employ cracked software products.

According to E-readiness, Vietnam is in the top ten of countries for software outsourcing and 18th in the number of Internet users in 2009.

Meanwhile, Vietnam’s positions on ranking lists of IDC, the International Telecommunications Union (ITU) and in the global IT report are very modest in terms of IT human resources.
