Training Course on State Systems for Accounting for and Control of Nuclear Material

From 29 to 30 June 2010, the Vietnam Agency for Radiation and Nuclear Safety (VARANS) in collaboration with the Japan Atomic Energy Agency (JAEA) organized the Training Course on State Systems for Accounting for and Control of Nuclear Material (SSAC) in Hanoi. Dr. Le Chi Dung – Deputy Director General of VARANS came to attend and address the opening speech for the Training Course.

Experts delegation to this Training Course come from the United State Department of Energy (DOE), JAEA, Tokyo University, Nuclear Material Control Center and Tokyo Electronic Power Company. Participants from Vietnam are representatives of the VARANS, Nuclear Power and Renewable Energy Project Pre-Investment Board of EVN, Institute for Nuclear Science and Technology, Institute for Technology of Radioactive and Rare Elements, Nuclear Research Institute, Hanoi University of Science and Technology, College of Science (Vietnam National University, Hanoi), Electric Power University. 

Vietnam has implemented safeguards under the Comprehensive Safeguards Agreement (SA) between Vietnam and the International Atomic Energy Agency (IAEA) since 1990. Vietnam also signed the Additional Protocol (AP) on 10 August 2007. Recently on the 14th of June, the Prime Minister signed the Decision on the issuance of safeguards regulations. To move forward to AP ratification, it is necessary to develop a more effective SSAC.

Addressing the opening speech for the Training Course, Deputy Director General Le Chi Dung said the organization of the Training Course at this time is very useful. Through knowledge and experience sharing with Japanese and the U.S experts, participants can gain better understanding on basic requirements and concepts of SSAC in order to effectively apply to establishment and implementation of the SSAC in their institution, organization.

Mr. Murakami – Professor of Tokyo University, Former Director of IAEA Safeguards Operations, in his opening remarks, also stressed the importance of safeguards – one of three pillars of IAEA – in global non-proliferation regime.

               
The two – days Training Course introduces the SA and AP of the IAEA, basic requirements and concepts of the SSAC. One special aspect of the Training Course is a presentation from Dalat Nuclear Research Institute on accounting for and control of nuclear material at the Institute.
