After 5 years of operation, Toc Tien waste treatment area (Tan Thanh district) has attracted 12 investment projects, but only 4 projects in operation. The remaining are behind schedule and have signs of delay in deployment.

LOSS OF BALANCE AMONG FUNCTIONAL AREAS

According to the functional areas of the Toc Tien waste treatment area, with 77.9 ha in the total area of ​​99.6 ha arranged for solid hazardous waste disposal areas, recycling compost, classifying solid waste, industrial and domestic waste landfill. 4 projects are in operation, including Sao Viet hazardous waste treatment plant, Ha Loc waste oil treatment and recycling plant, Dai Nam liquid domestic waste handling plant and KBEC household waste burial pit with a total area of about ​​11.1 ha.

Out of 8 projects have not put into operation, one project was reclaimed the investment policy, the remaining projects includes 3 hazardous waste treatment projects, 1 sewage sludge treatment project, 1 landfill project and 2 steel slag recycling projects for cement additives. All are behind progress, do not know when they will put into implementation.

Not only that, Toc Tien waste treatment area also has signs of redundant hazardous waste disposal and landfill projects. According to the Regulation on Investment Promotion and Management of Toc Tien waste treatment area, under the Decision No. 92-2007/QD-UB XLCTTT of the provincial People’s Committee, it will give priorities to attract the type of treatment, recycling of waste into useful products and generate energy. However, in fact this Toc Tien waste treatment area is abundant in hazardous waste treatment and landfill projects.

According to functional areas, Toc Tien waste treatment area has up to 56.4 ha/77.9ha for landfill, accounting for 72.4% of the land. With a huge area for landfill, along with focus so much hazardous waste treatment projects, the area for recycling waste, therefore, is minimal while investment demand for waste recycling is enormous.

MANY DELAYED PROJECTS

The waste treatment procedure is carried out very closely, but when the projects granted the legal formalities, the post-inspection work for these projects seems loosen. There are projects approved investment policy since 2009, but have finished the investment procedures yet, have not constructed without sanctions. From March 2011, the Department of Natural Resources - Environment proposed to reclaim 2 projects and so far the Departments of Industry and Trade, Construction, Science- Technology and Tan Thanh District People"s Committee continued petitioning to revoke but the recovery met difficulties due to shortage of specific remedies.

The delay in project implementation at Toc Tien concentrated waste treatment area causes a huge waste of both land and money. Since demand for waste treatment is enormous, the province has spent hundreds of billions of dong to build infrastructure for this waste treatment area. Investors who "win" the land are slow in deployment, while domestic waste has no space for landfill and many other investors who have demand and competence to participate in this field have to stand apart.
