Implementing EC project on strengthening capabilities of the regulatory body

From 11-13/6/2012, the delegation of the European Commission (EC) came to work with the Vietnam Agency for Radiation and Nuclear Safety (VARANS) on implementing the project VN/RA/01 'Building and strengthening the legal framework as well as management and technical capabilities of the regulatory body (VARANS) and its Technical Support Organization (TSO)' that EC supports to VN. Prof.Dr. Vuong Huu Tan – Director General of VARANS chaired the meeting with the delegation.

The EC delegation include experts from EC, Institute of Radiation Protection and the Nuclear Safety (IRSN) of France and Riskaudit - a non-profit European Economic Interest Grouping founded by IRSN and Research Agency nuclear Safety of Germany (GRS), main partner involved in implementing the project with VARANS. DG Vuong Huu Tan expressed his sincere thanks to representatives of countries involved in developing and implementing the project with VARANS. He emphasized, this project has an important significance in strengthening capabilities of the nuclear regulatory body to fulfill its assigned tasks, especially in the current context that VN decided to develop nuclear power program. He also made some suggestions related to specific tasks of the project such as urgently improving the legal system, building licensing procedures and training program for the first nuclear power plant. Mr. Hendrik Van Rij, EC representative said one country wants to develop nuclear power, it needs to build a strong and independent nuclear regulatory body. He expects, through this project, building a good relation between the EC and VARANS and further strengthening cooperation in the future. Mr. Jorge Tirira - Riskaudit Representative had a presentation of Riskaudit activities and organization as well as its role in the project. This inception meeting aims to develop an action plan, detailed activities and schedule for each task, outputs of the project as well as to clarify position and responsibilities of the parties. He emphasized, the success of the project depends not only on effort EC, but also active participation from VARANS. In these meeting days, VARANS introduced approaches used in VN for regulation in nuclear context and EU team presented EU approaches used in regulatory matters.. The project VN/RA/01 is expected to be implemented in 36 months (2012-2015) with four specific tasks: Technical assistance for further development of the legal framework for nuclear safety in VN, Development of quality assurance system for assessment and verification of safety and regulatory oversight (internal regulatory guides and procedures), Increasing national capabilities for independent review and assessment of safety submissions, and Human resource development plan and training program of the regulatory authority. The foreign partners involved in the project: Riskaudit, ASN and IRSN French, BelV of Belgium, GRS of Germany, ITER and ISPRA of Italy, and STUK of Finland.
