Based on the results of the Provincial Innovation Index (PII) announced by the Ministry
of Science and Technology in 2023, and helping localities to understand and
propose appropriate solutions to improve the PII to deploy in 2024 and
following years, on July 5, the Department of Science and Technology
coordinated with the Academy of Science, Technology and Innovation under the
Ministry of Science and Technology organizing a Workshop "Current
situation and solutions to improve the Provincial Innovation
Index of Ba Ria - Vung Tau province in 2024".
Attending and chairing the workshop was Mr. Tran Duy Tam Thanh - Deputy Director of the Department of Science and Technology and Mr. Nguyen Vo Hung - Head of the Innovation Policy Department - Institute of Science and Technology Strategy and Policy - Academy of Science, Technology and Innovation Creativity - Ministry of Science and Technology.
There also were the attendance of experts from the Institute of Science and Technology Strategy and Policy, the Academy of Science, Technology and Innovation - Ministry of Science and Technology, along with representatives of leaders of departments, divisions, and agencies, experts, associations, innovative startups, and media agencies in the province.
The workshop aims to provide an overview of the Global Innovation Index (GII), Provincial Innovation Index (PII); PII framework; data sources and some issues on data collection to serve the construction of the PII of Ba Ria - Vung Tau province in 2023 and the 2024 plan; Process, calculation, results of PII in 2023 of BR-VT province and some suggestions to improve PII 2023 of BR-VT province; Discuss issues and solutions to improve component indexes of the PII at departments, branches, agencies...
Provincial Innovation Index aims to provide a realistic, overall picture of the current state of the science-based socio-economic development model, technology and innovation of each locality; Thereby, providing evidence about strengths and weaknesses; potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality; helps policy makers and local leaders at all levels having a scientific and practical basis for identifying and choosing appropriate directions and solutions to serve local socio-economic development based on science, technology and innovation.
The PII also contributes to improving the capacity and results of national science, technology and innovation activities, especially contributing to monitoring and evaluating the implementation of Science, technology and innovation strategy to 2030, socio-economic development strategy to 2030, Intellectual property strategy to 2030 and sustainable development goals, ...
The structure of the PII has 52 indicators according to 07 pillars (input, output), including 05 input pillars reflecting factors that create favorable conditions for socio-economic development based on on science, technology and innovation
According to the results of the Ministry of Science and Technology announced on March 12, 2024 on PII results in 2023, the results of evaluating the PII in 2023 show that Ba Ria - Vung Tau ranked high in the country, partly showing the practice of socio-economic development based on science, technology and innovation effectivelly.
However, although there are many indicators with good rankings, there are also some indicators that can potentially be improved. To ensure the ranking goal and improving the scores of some component indicators of the PII in 2024 and the following years, experts suggested a number of solutions such as: the need to assign focal officers from the beginning of the year (and maintain each year) to best grasp the tasks and requirements; close and active coordination of departments in providing data for assessment; allocating appropriate resources and funding annually for the task; learning evaluation indicators and using annual PII results in management and administration...
