Regional Workshop on Safety Requirements for Site Selection and Evaluation for NPPs

On June 7, 2010 in Hanoi the Vietnam Agency for Radiation and Nuclear Safety (VARANS) in collaboration with the International Atomic Energy Agency (IAEA) organized the Regional Workshop on Safety Requirements for Site Selection and Evaluation for Nuclear Power Plants (NPPs) under the framework of the Asian Nuclear Safety Network (ANSN). The Workshop will take place from 7-11 June 2010.

This workshop is participated by representatives from IAEA, France, Germany, New Zealand, Japan, Korea, China, Indonesia, Malaysia, Thailand, Philippines. Vietnamese participants are from VARANS, Vietnam Atomic Energy Institute (VAEI), … This demonstrates importance of the site selection and evaluation for NPP in Vietnam and concern of the related agencies about this issue.

Addressing opening speech at the regional workshop, Dr. Ngo Dang Nhan – VARANS Director General said the selection and the evaluation of the site for a NPP are crucial parts of establishing a nuclear power programme and can be significantly affected by cost, public acceptance and safety considerations. He also stressed this workshop would be a good chance for all participants to exchange and share their practical experience in site selection and evaluation for NPPs.

Mr. Ovidiu Coman – Senior Safety Officer, IAEA said this workshop will present to all experts and participants the safety requirements, methodologies and criteria as established and recommended in the IAEA safety standards and the national regulations, licensing practices in advance nuclear industrial countries.

Based on the IAEA guideline and consulting standards of some advanced nuclear industrial countries, phase 1 and phase 2 of site selection for the first NPP of Vietnam was carried out in period 1996-2000 and two sites was selected, Phuocdinh for Ninhthuan1 and Vinhhai for Ninhthuan 2. Currently, VARANS is elaborating the Circular guiding on nuclear safety assessment for site selection for NPPs, specifying criteria for ensuring nuclear safety in selecting a site for NPP and requirements for site investigation.
