On 6 May – 9 May 2013, in Vung Tau, training courses have been opened "building plans and financial guarantees in the field of science and technology" organized by the College of Science and technology (Science and technology).

The content of the course focuses on topics: financial planning skills for the local scientific research; Mechanism of autonomy, financial responsibility for the operation of Science & Technology; Some of the content of the circular 06/2008 and the revised circular 17/2012, guide and implement decree 80/CP industrial & scientific enterprises.

The training course helps learners how to understand more way of planning and financial management effectively. Then, it is permitted to determine quantity of subjects, topics, projects which can be performed, approved products and opportunities of marketing, advertisement to sell researched products in the market. The training course also helps learners to understand more self-control mechanism, financial responsibility towards local scientific & technological activities, then there is optimal measure to use financial resources for scientific and technological activities in the best way.
