Training Conference on Piloting Tendering on the Internet

On May 25, Tendering Management Agency (Ministry of Planning and Investment) cooperated with Department of Planning and Investment of Ba ria – Vung tau Province to organize a training conference on the implementation of the Circular No. 17/2010/TT-BKH on piloting tendering on internet. Leaders and staff from Project Management Boards belonging to districts, town and city as well as departments, sectors and businesses attended this event.

Leaders and staff from Project Management Boards belonging to districts, town and city as well as departments, sectors and businesses attended this event.

Tendering on the internet (online tendering) has been considered as a effective tool for stimulating transparent tendering for procurement of assets financed by the State budget source. By means of the online tender information system, potential entrepreneurs have equal right and opportunity for accessing internet, approaching tender information to put in a tender in a manner of fair competition.

State of unfair tendering is one of the causes reducing competition in tendering activities. This leads to the loss of investing in procurement which affects negatively State’s powers. In order to safe and use efficiently State budge for investing procurement of assets associated with speeding up administrative reform, implementation of the online tender information system contributes to stimulation of transparency and competition in procurement of assets by the public finance source, gradually abolishes state of closed tendering. By means of the system, the role of  the people’s supervision is enhanced which allows parties calling for tenders and entrepreneurs to do a decease in unnecessary expenses.
