The Ministry of Information and Communications’ survey of online public services supplied by government agencies in 2009, showed a sharp increase.

Only three provinces didn’t take part in the survey, including Dak Nong and Hoa Binh, which don’t have a website and Ninh Binh, which was upgrading its website at the time of survey.

The four levels of online public services:

 

Provide sufficient information about procedures and required documents.

Allow citizens to download forms and documents to their PCs for printing.

Allow citizens to fill in and send applications and documents online.

Online payment of fees

HCM City still takes the lead in general, followed by Hanoi and Quang Binh, which ranked 2nd and the 4th in 2008.

Quang Ninh climbed up 49 grades to stand at the 4th, to be the biggest surprise. Ba Ria – Vung Tau, which ranked the 7th in 2008, felt to Quang Ninh’s previous position – the 53rd.

The number of online public services at the third level drastically increased the number of providers and number of services. There were only six provinces and cities offering 30 services in 2008. The figures rose to 18 provinces and cities with 254 services in 2009. Binh Phuoc and Lao Cai had the highest number of online services, 38.

However, the MoIC said that that number is still small compared to the number of third-level public services that need to be supplied online.

Meanwhile, the website of the Ministry of Justice ranked first for hits for the second time though it ranked the eighth for the information on site.

The Ministry of Education and Training replaced the Finance Ministry in the top position for information available on its website. The Finance Ministry fell to the 6th position. The 10th and 11th ministries in 2008 – Ministry of Industry and Trade and Ministry of Construction ranked at the second.

The number of online services provided by Ministries increased remarkably in 2009. The Ministry of Labor, War Invalids and Social Affairs was praised for nearly 300 online services.

This is the second year that MoIC has conducted the survey, which is considered a reflection of the readiness to move forward into e-Government.
