Ba Ria-Vung Tau province is developing the construction of two industrial zones (IZ) eligible to serve Japanese businesses in Quarter IV - 2013. With this move, Ba Ria - Vung Tau is considered as the leading local in the country in the development of supporting and high-tech industries from the developed countries. From the end of April 2013, Dong A – Chau Duc Corporation (investor of Da Bac 1 Industry Cluster, Chau Duc district) and Thanh Binh Phu My Joint Stock Company (investor of Phu My III IZ) reported the Executive Board of Supporting Industrial Development of the province on the plan for conducting the project groundbreaking - announcement ceremony in May and June 2012. Mr. Ho Van Nien, Vice Chairman of the provincial People’s Committee, said until this time, the investors of Da Bac ancillary IZ’s infrastructure and and Phu My III IZ (diversity of occupations) were rushing to complete the investment and procedures in order to clean land, workshops in Quarter IV – 2013 serving enterprises operating in supporting and high-technology industries from Japan. As of April 2013, the whole industry has 325 valid projects with a total registered investment capital of USD17,809 billion, including 180 foreign-invested projects with USD12.819 billion of foreign investment capital. These projects have a great importance in the socio-economic development of the local; However, many important goals set out from the beginning of project have not been carried out. Due to the lack of selection criteria, previously the province "lured" a large amount of industries arising waste, energy consumption, low competitiveness. Thus, the province is "bearing” the challenges of environmental protection, the landscape and requires much time as well as budget to handle with, such as relocation of dozens of households in Ngoc Ha town (Phu My town) caused by pollution from the steel mills... With this view, Mr. Nguyen Phuoc Le, Director of the Department of Planning and Investment, said Ba Ria-Vung Tau did not take the scale of investment capital from projects to make the criteria, but the criterion of technology, environment was the decisive factor for the development of the industry instead. In the field of supporting industries, the province has also affirmed the companies from Japan with high-tech, in accordance with the investment of the province. With the readiness of welcoming Japanese investors in the field of supporting industries in Quarter IV of this year, expectations of fresh supporting industry in Vietnam is being set out for Da Bac and Phu My III Industrial Zones. Accordingly, in addition to investment incentives, the one-stop policy for supporting industries, which have been adopted, the urban IZ model (have not only the factory system, but also services system such as health care, banking, education ...), specialized industrial zones are also applied in these two IZs.
